A hookah, also known as shisha and nargile, is a waterpipe used for smoking flavored tobacco. The tobacco used in hookahs is typically shredded tobacco leaf flavored with molasses, honey or dried fruit. This sweetened tobacco product is generally called shisha in the United States. The popularity of hookah establishments (often referred to as “bars” or “lounges”) has grown recently in India, with significant young adult populations, such as near college campuses. Hundreds of hookah bars now operate in the major cities, with new establishments opening every month.
The health risks associated with hookah smoking are generally thought to be greater than those of cigarette or cigar smoking. Hookah smoke contains significant amounts of nicotine, tar, heavy metals, and carcinogens. Water pipe smoke may also contain charcoal or wood cinder byproduct carcinogens and carbon monoxide. An unfortunate myth persists that hookah use is less damaging to health than cigarette smoking because the water filtration system and extended hose serve as filters for harmful agents. In fact, the water filtration system only cools the smoke, allowing the user to inhale greater amounts of smoke over a longer period of time. A typical hookah session may last for an hour or more and this period of sustained inhalation increases exposure to carcinogens and is similar, in result, to smoking up to 100 cigarettes

1. Legal Entity / CA Certificate Set up like Sole Proprietorship Firm / Partnership Firm/Limited Liability Partnership Firm / Private Limited Company
2. Getting License from the excise Department for the Liquor/ Tobacco License . Each State have their own rule and Regulations.
3. License from Police commissioner's office to run hookah bar ( teenagers should not be allowed, ingredients used in hookah should be permissible and not against anti tobacco laws).
4. Age and Selling Timings restrictions
5. CCTV’s that are able to store footage upto 3 months.
6. Majority of your space should be used for the restaurant. You cannot have shisha lounge alone. A restaurant is a must.Smoking area should be separate from restaurant area.Follow Intructions from CMHO for Food License and Anti Smoking Act
7. Trade License from local municipal authority
8. Need to get registered with Shops and Establishment Act
9. Fire safety license from Fire department
10. NOC from the the neighbors of that place.
11. No school hospital or a place of worship should be in the area of particular 500 to 800 meters : 12. Proper Ventilation: Many cities will have laws explaining the ventilation you need for an indoor smoking establishment like cigar bars or hookah bars. These are usually found in the 'exemptions' section of your city or states smoking laws.
13. Getting your music license: Every establishment playing music publically must have a music license. This means you cannot play music off of your ipod or smart phone without having a license even if you already pay for a subscription or have purchased songs.
